This is a decision-oriented summary of the archived consolidated report, with targeted current-source checks. It does not claim that every historical source or every possible disaster exception was reopened.
| Topic | Research conclusion | Evidence assessment | Important limit |
|---|---|---|---|
| FEMA assistance for vehicles | Eligible disaster survivors may receive assistance for vehicle repair/replacement | Directly documented in FEMA guidance; see source checks | Requires applicable Individual Assistance authorization and case eligibility |
| Comprehensive insurance | Not universally required for FEMA Transportation Assistance | Directly documented in FEMA guidance | Legally required insurance/financial responsibility is a separate condition |
| FEMA award amount | State/territorial/tribal limits and assessed damage matter | FEMA July 2025 guidance, prior source review | New Mexico vehicle-specific maximum not established |
| SBA personal-property loans | Eligible personal vehicle damage may be financed | Direct on SBA disaster page | Total personal-property cap is not a vehicle entitlement |
| SBA business physical-disaster loans | May cover eligible business vehicle/equipment damage | Direct on SBA disaster page, plus prior research | Declaration, ownership, authorization and loan terms control |
| Ordinary FEMA cash funds | Typically sent to the individual, not to a dealer | Supported by prior documented standard process | Confirm individual award conditions |
| Ordinary SBA funds | Generally borrower-centered; seller paid by customer | Strong prior inference from disbursement instructions | Controlled payments, escrow and case-specific instructions remain possible |
| Dealer enrollment — FEMA/SBA | No general dealership-enrollment process identified for standard transactions | Likely no — high confidence inference | Not an express universal exemption; special arrangements vary |
| October 26 northern NM emergency declaration | Authorized direct federal response, not automatic household vehicle grants | Direct state Oct 26 announcement | Later major declarations must be checked |
| Zuni SBA notice dated Oct 15 | Public Assistance Only, with nonprofit eligibility wording | Direct Federal Register HTML | Does not establish ordinary homeowner/renter disaster-loan eligibility |
Useful unresolved questions
- Current New Mexico Transportation Repair and Transportation Replacement maxima: seek approved ONA Administrative Option Selection Forms and amendments; published statewide cap cannot be presumed.
- Declaration-specific eligibility after the October 2026 New Mexico floods: track FEMA individual-assistance designations and SBA disaster-loan availability independently.
- Disbursement to a dealership in a particular SBA case: obtain written borrower loan/disbursement instructions; no universal rule established.
- FEMA/SBA replacement-VIN or seller preapproval: confirm from case-specific award/loan terms when it may affect the purchase.
- Insurance alternatives under New Mexico law: determine whether the particular vehicle complied with the law at the time of the disaster.
- Nonprofit vehicle availability: confirm directly; existence of a nonprofit program does not imply a car is immediately available.
Important source clarification
The archived research report contains a broad statement that the Pueblo of Zuni’s SBA notice establishes disaster-loan availability and a December 7, 2026 deadline. The actual October 15 Federal Register notice (2026-21102) is titled "Public Assistance Only" and names private nonprofits providing essential governmental-type services. The deadline is printed in that notice, but it should not be extended to individual or household SBA loan eligibility without a separate applicable authority.
This is a qualification of scope, not evidence that no other individual assistance designation exists. FEMA’s designation map and SBA’s loan-declaration notice are different sources with different eligibility implications.
Research and source status
The consolidated report supplies much more detail, including New Mexico charities and programs in other states. It contains shorthand source references rather than a complete paragraph-by-paragraph URL bibliography. Statements marked "Verified" in that archived report represent conclusions of the preceding research rounds and are not all newly verified in this repository initialization.
Before turning the report into a structured claims dataset, link each claim to a stable source, record which version and passage supports it, and retain prior verification status if a source could not be accessed again. Do not suppress useful, qualified findings merely because additional research remains.
